Implementation of Legislated Reforms

  1. Republic Act No. 10533, otherwise known as the “Enhanced Basic Education Act of 2013”, was signed into law by President Aquino on May 15, 2013. With the passage of RA 10533, the K to 12 basic education program was formalized.  K-12 Basic Education Program the curriculum will provide sufficient time for mastery of concepts and skills, develop lifelong learners, and prepare graduates for tertiary education, middle-level skills development, employment, and entrepreneurship.
  2. Republic Act No. 10157 also known as the Kindergarten Education Act provides equal opportunities for all children to accessible and mandatory kindergarten education.  Thus, the Department of Education (DepEd) issues the enclosed Omnibus Policy on Kindergarten Education for School Year 2016-2017, and the subsequent school years thereafter.  
  3. Republic Act (RA) No. 10627 otherwise known as The Anti-Bullying Act of 2013. DepEd Order No. 55, s. 2013, or the Implementing Rules and Regulations (IRR) further provides clearer rules on bullying and cyber-bullying. This was reiterated through DepEd Memorandum No. 5, s. 2017, or the Reiteration of the Department of Education Anti-Bullying Policy.
  4. Special Education Program. Learners with exceptionalities are not left behind as the Special Education (SPED) Program continues to cater to students with visual impairment, hearing impairment, intellectual disability, autism spectrum disorder, communication disorder, physical disability, emotional and behavioral disorder, multiple disability with visual impairment, and those who are orthopedically handicapped, chronically ill, and the gifted and talented. SAES facilitate programs for children with special needs to acquire productive skills that will lead them toward profitable employment and provide them the right to education and help them develop their potential whether regular classes or transition program so that they should not suffer discrimination or restriction because of their disability and have the right to participate in society.
  5. ALS Program is an alternative way of continuing education. Over-aged pupils has been given the chance to continue their primary education, so that they will be able to take test and accelerated to their appropriate grade level.
