Reading and writing are essential foundations of lifelong learning and success. However, recent literacy assessments highlight a pressing concern in learners’ reading development across both Key Stage 1 and Key Stage 2.
Based on the Comprehensive Rapid Literacy Assessment (CRLA), a significant percentage of learners in early grade levels are struggling with basic literacy:
4.74% of Grade 1
8.19% of Grade 2
8.46% of Grade 3 These learners are currently classified at the Full Refresher Level, meaning they require intensive support to meet grade-level expectations.
In higher grade levels, results from the Philippine Informal Reading Inventory (PHIL-IRI) reveal that:

3.57% of Grade 5
4.44% of Grade 6 are still reading at the Frustration Level, showing difficulty in independently understanding grade-appropriate texts.
The “I Can Read and Write” project aims to address these literacy gaps by providing focused interventions, interactive learning experiences, and community-based support systems. The project seeks not only to improve learners’ reading levels but also to instill a love for reading and writing through meaningful, engaging, and accessible literacy activities.
By targeting both the academic and environmental causes of reading difficulties—such as lack of early literacy experiences, low parental involvement, insufficient materials, and limited learner motivation—this initiative envisions developing confident, independent readers and writers equipped for academic and real-life challenges.
